29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system:  Montecillo Construction Site: On or about September 22, 2017, four employees were observed working on a roof without utilizing the fall protection equipment they were wearing. Employees did not connect the fall protection equipment to a lifeline. This condition exposed the employees to a fall hazard of more than 6-ft. to the ground below.  HP Construction was previously cited for a violation of this occupational safety and health standard CFR 1926.501(b)(13), which was contained in OSHA inspection number 1216387, citation number 02, item number 001 and was affirmed as a final order on July 13, 2017, with respect to a workplace located at 3677 Codford, El Paso, TX 79938.  HP Construction was previously cited for a violation of this occupational safety and health standard CFR 1926.501(b)(13), which was contained in OSHA inspection number 1203113, citation number 01, item number 001 and was affirmed as a final order on July 13, 2017, with respect to a workplace located at 501 North Festival Dr., El Paso, TX.  HP Construction was previously cited for a violation of this occupational safety and health standard CFR 1926.501(b)(13), which was contained in OSHA inspection number 1205614, citation number 01, item number 001 and was affirmed as a final order on March 23, 2017, with respect to a workplace located at 829 Livington, El Paso, TX 79928.

29 CFR 1926.503(c)(3): 29 CFR 1926.503(c)(3): When inadequacies in an affected employee's knowledge or use of fall protection systems or equipment indicate that the employee has not retained the requisite understanding or skill, the employer shall retrain the affected employee.  Montecillo Construction Site: On or about September 22, 2017, the employer did not ensure that employees retained the requisite understanding or skill on the use of fall protection systems or equipment. This condition exposed the employees to a fall greater than 6-ft. to the ground below.   HP Construction was previously cited for a violation of this occupational safety and health standard CFR 1926.501(b)(13), which was contained in OSHA inspection number 1205614, citation number 01, item number 001 and was affirmed as a final order on March 23, 2017, with respect to a workplace located at 829 Livington, El Paso, TX 79928.
