29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system:  Montecillo Construction Site: On or about September 22, 2017, four employees were observed working on a roof without utilizing the fall protection equipment they were wearing. Employees did not connect the fall protection equipment to a lifeline. This condition exposed the employees to a fall hazard of more than 6-ft. to the ground below.  HP Construction was previously cited for a violation of this occupational safety and health standard CFR 1926.501(b)(13), which was contained in OSHA inspection number 1216387, citation number 02, item number 001 and was affirmed as a final order on July 13, 2017, with respect to a workplace located at 3677 Codford, El Paso, TX 79938.  HP Construction was previously cited for a violation of this occupational safety and health standard CFR 1926.501(b)(13), which was contained in OSHA inspection number 1203113, citation number 01, item number 001 and was affirmed as a final order on July 13, 2017, with respect to a workplace located at 501 North Festival Dr., El Paso, TX.
