29 CFR 1910.147(c)(7)(i)(C): All other employees whose work operations are or may be in an area where energy control procedures may be utilized, shall be instructed about the procedure, and about the prohibition relating to attempts to restart or re-energize machines or equipment which are locked out or tagged out. a) Module 64 and Module 66 Packing Areas, conveyor systems: On or about September 14, 2017, and at times prior, the employer exposed Packer employees to struck-by and caught-in hazards, in that the employees were not instructed on lock-out/tag-out procedures and the prohibition to restarting or re-energize equipment, such as but not limited to the Daifuku AutoRoll and Gravity Conveyor Systems, that have been locked out or tagged out.
