29 CFR 1910.1200(f)(6)(ii): Except as provided in 29 CFR 1910.1200(f)(7) and 29 CFR 1910.1200(f)(8), the employer did not ensure that each container of hazardous chemicals in the workplace was labeled, tagged or marked with the product identifier and words, pictures, symbols, or combination thereof, which provide at least general information regarding the hazards of the chemicals and which, in conjunction with the other information immediately available to employees under the hazard communication program, would provide employees with the specific information regarding the physical and health hazards of the hazardous chemical: (a) Eagle Graphics, Incorporated - The employer did not develop or implement a hazardous chemical container labeling policy which identified the contents and hazards of the various color inks and cleaners which contain chemicals such as but were not limited to; acetone, isopropanol, xylene, ethylbenzene, and n-methylpyrrolidone, Stoddard solvent, and petroleum distillates, on or about September 20, 2017. Abatement certification required within 10 days after abatement date. The certification shall include a statement that abatement is complete, date and method of abatement, and states that employees and their representatives were informed of this abatement.

29 CFR 1910.1200(f)(9): The employer removed or defaced existing labels on incoming containers of hazardous chemicals and did not immediately mark the containers with the required information: (a) Eagle Graphics, Incorporated - The employer placed "shop-made" labels over the original manufacturer's shipping label of the various color inks and cleaners which contained, chemicals such as but were not limited to; acetone, isopropanol, xylene, ethylbenzene, and n-methylpyrrolidone, Stoddard solvent, and petroleum distillates,. The "shop-made" label contained only the product number; not the identity as noted on the Safety Data Sheet nor a hazard warning, on or about September 20, 2017. Abatement certification required within 10 days after abatement date. The certification shall include a statement that abatement is complete, date and method of abatement, and states that employees and their representatives were informed of this abatement.

Several employees interviewed were not aware of the employer's written hazard communication program nor labeling system, on or about September 20, 2017. Abatement certification required within 10 days after abatement date. The certification shall include a statement that abatement in complete, the date and method of abatement, and states that employees and their representatives were informed of this abatement.
