29 CFR 1926.453(b)(2)(iv): Employee(s) were not standing firmly on the floor of the basket, were sitting or climbing on the edge of the basket, or were using planks, ladders, or other devices for a work position:    The employer did not ensure that all employees utilizing the Skyjack SJ6826 RT scissors lift used in Area D and located near the northwest corner area remained standing on the floor of the basket. The employees observed exiting the basket onto the roof and returning to the basket were exposed to a fall hazard of approximately five (5) feet from the top of the parapet to the floor of the basket.

29 CFR 1926.501(b)(1): Each employee on a working/walking surface (horizontal and vertical surface) with an unprotected side or edge which was 6 feet ( 1.8m ) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems:    The employer did not ensure that all employees on the roof of Area D and located on the northwest and northeast corner areas were protected from a fall hazard of approximately twenty-seven (27) feet from the top of the parapet to the ground.
