29 CFR 1910.147(c)(4)(i): Procedures were not developed, documented and utilized for the control of potentially hazardous energy when employees were engaged in activities covered by this section:    (a) Moline Line - The employer had a written cleaning procedure that included lockout/tagout for the Moline Line and a written lockout/tagout procedure for the Moline; however, employees did not utilize the procedures because the employer required employees to use hand-held scrapers to manually scrape off dough sticking to the Moline's rollers with the rollers running rather than turning off the equipment and applying lockout/tagout, exposing employees to moving machine parts and in-going nip points, on or about October 12, 2017.    Abatement certification required within 10 days after abatement date. The certification shall include a statement that abatement is complete, date and method of abatement, and state employees and their representatives were informed of this abatement.  ------------------------------------------------------------------------------------------------------------------------------------   Standard changed from 1910.147(c)(4)(i) to OSH ACT of 1970 Section (5)(a)(1) via ISA on January 23, 2018.    OSH ACT of 1970 Section (5)(a)(1): The employer did not furnish the employees employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to moving machine parts:    (a)	Moline Line  Employees scraped dough from running rollers on the back side of the line with no protection from moving machine parts, on or about October 12, 2017.      ABATEMENT NOTE:  Among other methods, one feasible and acceptable abatement methods to correct this hazard includes guarding the moving machine parts.
