29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system: Construction site: On or about October 17, 2017, employees were observed working on a residential construction without the use of proper fall protection equipment. This condition exposed employees to fall hazards greater than 6-feet to the ground below.

29 CFR 1926.503(c)(3): When inadequacies in an affected employee's knowledge or use of fall protection systems or equipment indicate that the employee has not retained the requisite understanding or skill, the employer shall retrain the affected employee. Construction Site: On or about October 17, 2017 employees engaged in roofing activities did not retain the requisite understanding of fall protection systems. This condition exposed employees to a fall hazard.
