29 CFR 1926.852(a): No material shall be dropped to any point lying outside the exterior walls of the structure unless the area is effectively protected. On 26 October 2017, and at times prior thereto, two workers were removing pre-existing wooden guardrails from an apartment unit under construction when the guardrail they were demolishing fell over the side of the 3rd story balcony, striking another worker on the ground.
