29 CFR 1910.106(e)(9)(iii): Combustible waste material and residues in a building or unit operating area were not kept to a minimum, stored in covered metal receptacles and disposed of daily:    a) Cameo Novelty & Pen Corp./Hillside, NJ- Throughout the production area: The employer did not ensure that paper towels/tissues soaked with a flammable material were stored in a covered metal receptacles and disposed of daily. Employees were observed cleaning printers by soaking paper tissues with either Thinner or Pridesol Screenwash, both highly flammable chemicals. The tissues where then left on their desk or discarded into nearby plastic or cardboard garbage can.    Condition observed on or about November 27, 2017.

29 CFR 1910.138(a): The employer did not select and require employee(s) to use appropriate hand protection when employees' hands were exposed to hazards such as those from skin absorption of harmful substances; severe cuts or lacerations; severe abrasion; punctures; chemical burns; thermal burns; and harmful temperature extremes:    a) Cameo Novelty & Pen Corp./Hillside, NJ- Throughout the production area: The employer did not ensure that employees using toxic chemicals which are absorbed through the skin were protected by a chemically resistant gloves. Employee were observed without gloves when using chemicals to clean ink and paint of the printers. Chemicals used are absorbed through the skin and include but are not limited to the following:  - Thinner S230 which contains Ethylene glycol monopropyl ether and cyclohexanone   - Pridesol Screenwash A&L which contains Xylenes, diacetone alcohol, acetone, and ethylbenzene     Condition observed on or about November 27, 2017.

29 CFR 1910.303(c)(3)(i): All splices and joints and the free ends of conductors were not covered with an insulation equivalent to that of the conductors or with an insulating device identified for the purpose:    a) Cameo Novelty & Pen Corp./Hillside, NJ- Production area/Silicone application area: The employer authorized repair and splicing of electrical cords which were used to power lights in the production area where silicone is applied. The repairs were not covered with an insulation equivalent to that of the conductor manufacturer. Employee used this light on a daily basis.    Condition observed on or about November 27, 2017.

Secondary containers that previously contained products from Palmolive, Down, Bolthouse Farms, and Gatorade were filled with flammable liquid such as but not limited to Thinner and/or Pridesol Screenwash. The bottles were not labeled to identify the chemical contained therein.  Condition observed on or about November 27, 2017.
