29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system.   The employer is failing to ensure employees are protected from fall hazards when conducting installation of shingles as part of re-roofing operations.  Workers were observed removing installing cap shingles and blowing off debris on a residential style construction site (adjoining townhouses) without utilizing fall protection.  The workers were exposed to falls of over 8 feet to concrete and grass below.  This was most recently documented at 1758, 1760, 1762, and 1768 Henry St., Grand Island, Nebraska on or about December 7, 2017.
