29 CFR 1926.502(h)(1): The employer did not did not designate a competent person to monitor the safety of other employees and/or did not ensure that the safety monitor complied with the requirements listed in (h)(1)(i) through (h)(1)(v) of this section: (a) Narrow Fabric Building, West Reading, PA: The employer did not designate a competent person to monitor the safety of others doing roof preparation work on the south tower of the building. Multiple employees working from the south tower and not protected by personal fall protection or barrier guarding were exposed to fall hazards greater than 40 feet from the front exterior to the ground and 20 feet from the sides and rear of the south tower to the main roof. Abatement documentation required within 10 days after abatement date. The certification shall include a statement that abatement is complete, date, and method of abatement, and states employees and their representatives were informed of this abatement. Rainbow Roofing Company, Inc. was previously cited for a violation of an equivalent Occupational Safety and Health Standard 29 CFR 1926.502(h)(iii), which was contained in OSHA inspection number 1076110, citation number 1, item number 1 and was affirmed as a final order on March 20, 2017, with respect to a workplace located at Ft Indiantown Gap, Grantville, PA.
