29 CFR 1910.23(b)(9): Ladders were not inspected before the initial use in each work shift, or more frequently as necessary, to identify any visible defects that could cause injury.    a) Truck bay, 1465 Ridge Road, Milton, PA - Employees were using an eight (8) ft. mobile ladder to clean trucks and the ladder was not inspected before the initial use or more frequently to identify visible defects that could cause injury. Visible defects include but not limited to a hole in the 4th tread, a protruding jagged piece of wire mesh on the 6th tread, and missing wheel lock mechanisms, observed on or about January 23, 2018.    b) Truck bay, 1465 Ridge Road, Milton, PA - Employees were using a six (6) ft. mobile ladder to clean trucks and the ladder was not inspected before initial use or more frequently to identify visible defects that could cause injury. Visible defects include but not limited to a bent right side stabilizer bar and missing wheel lock mechanisms, observed or about January 23, 2018.    In accordance with 1903.19, abatement certification is required for this violation.
