29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed:  a) For employees working at 5821 Hevena Court, as observed on or about January 18, 2018. Employees were observed using an extension ladder to access the upper work surface. The ladder was extended approximately 2 feet above the surface being accessed. The employees were exposed to an approximate 10 feet fall hazard.  b) For employees working at 6404 Kenava Loop, as observed on or about January 18, 2018. Employees were observed using an extension ladder to access the upper work surface. The ladder was extended approximately 2 feet above the surface being accessed. The employees were exposed to an approximate 10 feet fall hazard.

29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b):  a) For employees working at 5821 Hevena Court, as observed on or about January 18, 2018. Employees were observed installing sheathing on the roof with a 5:12 pitch. The eave to ground height measured approximately 10 feet 1/2 inches and the employees had no fall protection system in place.  b) For employees working at 6404 Kenava Loop, as observed on or about January 18, 2018. Employees were observed installing roof trusses on the new construction home. The eave to ground height measured approximately 10 feet and the employees had no fall protection system in place.  RNC Framing, Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.501(b)(13), which was contained in OSHA inspection number 1274643, citation number 1, item number 1 and was affirmed as a final order on 3 January, 2018, with respect to a workplace located at 4616 Lindever Lane, Palmetto Florida, 34220.
