29 CFR 1926.454(c): When the employer had reason to believe that an employee lacked the skill or understanding needed for safe work involving the erection, use or dismantling of scaffolds, the employer did not retrain each such employee so that the requisite proficiency is regained: a) Job site, 1534 Brighton Place, Pittsburgh, PA: On or about February 21, 2018, during construction activities, the employer did not ensure scaffold safety retraining was performed where employees were not following correct procedures to safely use aerial lifts. Deficiencies noted during the inspection included, but were not limited to, not using fall protection inside the basket at all times and not using appropriate fall protection systems in the baskets when fall protection was used.
