OSH ACT of 1970 Section (5)(a)(1): Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which was free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to blunt force trauma including crushing injuries and amputations during the stationary compactor's operation and machine cycling.  Among other methods, one feasible and acceptable abatement method to correct this hazard is to:    1. Install an operational/functioning interlock system on all access doors including the loading chambers to prevent cycling motion while any access door(s) are open in accordance with ANSI Z245.2 (2004), American National Standard for Equipment Technology and Operations for Wastes and Recyclable Materials Stationary Compactors Safety Requirements for Installation, Maintenance and Operation and the stationary compactor's manufacturer's requirements and recommendations.    2. Conduct monthly and annual inspections of all stationary compactors by a qualified person to ensure all required safety devices and controls are fully operational in accordance with ANSI Z245.2 (2004), American National Standard for Equipment Technology and Operations for Wastes and Recyclable Materials Stationary Compactors Safety Requirements for Installation, Maintenance and Operation and the stationary compactor's manufacturer's requirements and recommendations.    3. Require any and all employees working with and/or around stationary compactors complete a comprehensive training program on the hazards associated with stationary compactors and the means to minimize and/or eliminate such hazards prior to initial use and annually thereafter.  This training program shall be in accordance with the manufacturer/owner's requirements and recommendations and the ANSI Z245.2 (2004), American National Standard for Equipment Technology and Operations for Wastes and Recyclable Materials Stationary Compactors Safety Requirements for Installation, Maintenance and Operation.  4. Ensure all parts, components, safety devices and equipment operate and function in accordance with the  the manufacturer/owner's requirements and recommendations and the ANSI Z245.2 (2004), American National Standard for Equipment Technology and Operations for Wastes and Recyclable Materials Stationary Compactors Safety Requirements for Installation, Maintenance and Operation.
