29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b):   a) 1304 Fairlawn Drive (Lott#339) Semmes, Alabama:  On or about February 27, 2018, and at times prior; the employer allowed and observed his employee(s) performing framing activities wearing full body harnesses without connecting to an anchor point and by improperly connecting lanyards/ropes to the front of full body harnesses, exposing them to a fall hazard of up to approximately eighteen (18) feet to the concrete floor or ground below.

29 CFR 1926.503(a)(1): The employer did not provide a training program for each employee potentially exposed to fall hazards to enable each employee to recognize the hazards of falling and the procedures to be followed in order to minimize these hazards:  a) 1304 Fairlawn Drive (Lott#339) Semmes, Alabama:  On or about February 27, 2018, and at times prior; the employer failed to ensure and/or provide fall protection training to his employees. Exposed employees performing framing activities wearing full body harnesses improperly connected and improperly anchored themselves to the structure by nailing the anchor rope into the wood without an anchor plate type device; exposing them to fall hazards of up to approximately eighteen (18) feet to the concrete floor or ground below.
