29 CFR 1910.106(d)(4)(i):  Inside storage rooms shall be constructed to meet the required fire-resistive rating for their use. Such construction shall comply with the test specifications set forth in Standard Methods of Fire Tests of Building Construction and Materials, NFPA 251-1969. Where an automatic sprinkler system is provided, the system shall be designed and installed in an acceptable manner. Openings to other rooms or buildings shall be provided with noncombustible liquid-tight raised sills or ramps at least 4 inches in height, or the floor in the storage area shall be at least 4 inches below the surrounding floor. Openings shall be provided with approved self-closing fire doors. The room shall be liquid-tight where the walls join the floor. A permissible alternate to the sill or ramp is an open-grated trench inside of the room which drains to a safe location. Where other portions of the building or other properties are exposed, windows shall be protected as set forth in the Standard for Fire Doors and Windows, NFPA No. 80-1968, which is incorporated by reference as specified in Sec. 1910.6, for Class E or F openings. Wood at least 1 inch nominal thickness may be used for shelving, racks, dunnage, scuffboards, floor overlay, and similar installations.:    On or about March 1, 2018, the concrete silo which was used as an inside storage room for flammable liquids was not provided with:    a)  Raised sills or ramps of at least 4 inches in height to prevent spilled or leaked flammable from escaping the silo and exposing the adjacent building;    b)  An approved self-closing fire door;    c)  Liquid-tight sealing of the room where walls joined the floor.

29 CFR 1910.106(d)(4)(iii):  Electrical wiring and equipment located in inside storage rooms used for Category 1 or 2 flammable liquids, or Category 3 flammable liquids with a flashpoint below 100 °F (37.8 °C), shall be approved under subpart S of this part for Class I, Division 2 Hazardous Locations; for Category 3 flammable liquids with a flashpoint at or above 100 °F (37.8 °C) and Category 4 flammable liquids, shall be approved for general use:    On or about March 1, 2018, the concrete silo which was used as an inside storage room for flammable liquids was provided with a light fixture which was not approved for use in Class I, Division 2 hazardous locations.

Space-heating appliances, steampipes, or hot surfaces shall not be located in a spraying area where deposits of combustible residues may readily accumulate:    On or about March 1, 2018, the hot surfaces of the radiant heat tubes were located within 10 feet of the spray areas along the north wall of the spray area where combustible residues could readily accumulate.

29 CFR 1910.107(e)(2):  Quantity. The quantity of flammable liquids or liquids with a flashpoint greater than 199.4 °F (93 °C) kept in the vicinity of spraying operations shall be the minimum required for operations and should ordinarily not exceed a supply for 1 day or one shift. Bulk storage of portable containers of flammable liquids or liquids with a flashpoint greater than 199.4 °F (93 °C) shall be in a separate, constructed building detached from other important buildings or cut off in a standard manner:  On or about March 1, 2018, the quantity of flammable liquids kept in the vicinity of the spraying operations exceeded a supply for 1 day or one shift. Multiple 1 gallon cans of flammable liquids were stored in the same room as the spray area and were within 20 feet of the spray area.

29 CFR 1910.107(g)(2):  Cleaning. All spraying areas shall be kept as free from the accumulation of deposits of combustible residues as practical, with cleaning conducted daily if necessary. Scrapers, spuds, or other such tools used for cleaning purposes shall be of nonsparking material:    On or about March 1, 2018, the floor in the spray area was not kept free from accumulations of deposits of combustible residues. Overspray from spray painting operations collected on the floor and accumulated into deposits which were not removed.
