29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed:    a) On or about 03/08/2018 - 4505 Cattail Cove SE, Owens Cross Roads, AL, employees were gaining access to an upper landing surface to install asphalt shingles that was not capable of extending 3 feet above the roofs landing surface.     b) On or about 03/08/2018 - 4505 Cattail Cove SE, Owens Cross Roads, AL, employees gaining access to a small out building at the backside of the residential home did not have a ladder that was capable of being extended the required 3 rungs above the landing surface.
