29 CFR 1926.501(b)(1): Each employee on a walking/working surface with an unprotected side or edge which was 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems.  Panda Store Building, 2nd floor: An employee performing demolition work standing near the top of the wall on the second level was not protected from falling to the lower level.

29 CFR 1926.701(b): All protruding reinforcing steel, onto and/or into which employees could fall or come against, was not guarded to eliminate the hazard of impalement:  Panda Store Building, 2nd floor: Rebar that protruded 4 to 6 inches from the surface of the job made wooden plank were not guarded.  Employees were exposed to impalement hazards.

29 CFR 1926.850(a): An engineering survey was not performed by a competent person to determine the conditions of the framing floors and walls and the possibility of unplanned collapse of any portion of the structure prior to permitting employees to start demolition operations.  Panda Store Building, 2nd floor: Demolition work was ongoing and an engineering survey was not performed by a competent person.  Employees were exposed to crush and struck-by hazards from accidental collapse.

29 CFR 1926.852(b): All materials chutes, or sections thereof, at an angle of more than 45 deg. from the horizontal, shall be entirely enclosed, except for openings equipped with closures at or about floor level for the insertion of materials. The openings shall not exceed 48 inches in height measured along the wall of the chute. At all stories below the top floor, such openings shall be kept closed when not in use.  Front of Panda Store Building: A makeshift construction chute used to lower and remove demolition rubble to the ground was not entirely enclosed.  Employees were exposed to struck-by hazards.
