29 CFR 1926.502(b)(3): Guardrail systems were not capable of withstanding, without failure, a force of at least 200 pounds (890 N) applied within 2 inches (5.1 cm) of the top edge, in any outward or downward direction, at any point along the top edge: a) On or about 4/2/18 at a construction site located at 4779 South Park Avenue, Hamburg, New York; employees were working on a flat roof of a new 3 story apartment building. The guardrails were made from warning flags and deflected due to the wind. They were not capable of meeting the strength requirements for guardrails. NO ABATEMENT CERTIFICATION REQUIRED
