29 CFR 1910.28(b)(1)(i): (1) Unprotected sides and edges. (i) Except as provided elsewhere in this section, the employer must ensure that each employee on a walking-working surface with an unprotected side or edge that is 4 feet (1.2 m) or more above a lower level is protected from falling by one or more of the following: (a) Chicago Rockford International Airport (RFD), aircraft cargo loaders (i.e. container and pallet loaders, K-loaders) - on or about April 11, 2018, employees assigned to assist the loader operators in unloading freight from aircraft were exposed to fall hazards up to 14 feet when permitted to be elevated and lowered on the platform. The employer did not ensure that guardrails or any other form of fall protection at the open sides of the platform was provided for those employees being elevated or lowered, and walking from the platform to the bridge. (b) Chicago Rockford International Airport (RFD), aircraft cargo loaders (i.e. container and pallet loaders, K-loaders) - on or about April 11, 2018, employees assigned to operate aircraft cargo loaders were exposed to fall hazards up to 14 feet at the open-sided edge of the bridge after leaving the operator's control station to perform work. The employer did not ensure that guardrails or any other form of fall protection was provided at the open side of the bridge. Abatement documentation is required for this item in accordance with the requirements of 29 CFR 1903.19(d).
