29 CFR 1910.1200(e)(1): The employer did not develop, implement, and/or maintain at the workplace a written hazard communication program which describes how the criteria specified in 29 CFR 1910.1200(f), (g), and (h) will be met: (Construction Reference: 1926.59)  On or about 02/27/2018, at Laurel Manor Subdivision, 3353 Laurel Leaf Way, Lot 101, Buford, GA - Employees were handling mortar, cement, sand, chipped stone, gasoline, and oil. The mortar used ingredients which contained Portland cement and silica quartz.  The chipped stone and sand also contain silica. A written hazard communication program was not developed and implemented.    In accordance with 29 CFR 1903.19(c), abatement certification is required for this violation (using the CERTIFICATION OF CORRECTIVE ACTION WORKSHEET).

29 CFR 1910.1200(g)(8): 1910.1200(g)(8):   The employer did not ensure that Safety Data Sheets were readily accessible during each work shift to employees when they were in their work area(s): (Construction Reference: 1926.59)   On or about 02/27/2018, at Laurel Manor Subdivision, 3353 Laurel Leaf Way, Lot 101, Buford, GA - Employees were handling mortar, cement, sand, chipped stone, gasoline, and oil. The mortar used ingredients which contained Portland cement and silica quartz.  The chipped stone and sand also contain silica.  Safety data sheets (SDS) were not maintained for employees review.    In accordance with 29 CFR 1903.19(c), abatement certification is required for this violation (using the CERTIFICATION OF CORRECTIVE ACTION WORKSHEET).

Information and training as required by the hazard communication standard was not conducted. The mortar used ingredients which contained Portland cement and silica quartz.  The chipped stone and sand also contain silica.  The employer did not ensure that employees understood the health hazards associated with respirable crystalline silica.   In accordance with 29 CFR 1903.19(c), abatement certification is required for this violation (using the CERTIFICATION OF CORRECTIVE ACTION WORKSHEET).
