An employee was exposed to 120 micrograms  per cubic  meter (ug/m3) of respirable crystalline silica as an 8 hour TWA which was 2.4 times the PEL of 50 ug/m3.  Sampling time was 170 minutes. 29 CFR 1910.134(c): The employer did not develop and implement a written respiratory protection program with required worksite-specific procedures and elements for required respirator use:    a) Worksite at 800 Bergen Ave., Jersey City, NJ    The employer did not fully implement its written respiratory protection program for employees using 3M 6300 elastomeric half face respirators while exposed to respirable crystalline silica.  An employee tuck pointing bricks was exposed to 120 micrograms  per cubic  meter (ug/m3) of respirable crystalline silica as an 8 hour Time Weighted Average (TWA) which was 2.4 times the Permissible Exposure Limit (PEL) of 50 ug/m3.  Sampling time was 170 minutes.  Zero exposure was assumed for 310 minutes not sampled.     Violation occurred on or about 6/11/18.    Recchia Paving Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard, which was contained in OSHA inspection number 913367, citation number 1, item number 1a and was affirmed as a final order on 7/24/13, with respect to a workplace located at 131 Kensington Avenue, Jersey City, NJ 07306.
