29 CFR 1910.147(c)(4)(ii)(B): The energy control procedures did not clearly and specifically outline the steps for shutting down, isolating, blocking and securing machines or equipment to control hazardous energy: On or about May 17, 2018, and times prior to, in the Lint Room, the employer failed to anticipate and develop procedural steps to control the accumulation of hydraulic energy to the HE-200 Saw Delinter #6 while employees were engaged in servicing tasks such as but not limited to saw blade cylinder changing. Failure to do so exposed employees to struck-by, caught-in hazards.
