29 CFR 1926.28(a): Appropriate personal protective equipment was not worn by employees in all operations where there was exposure to hazardous conditions: Cement Mixing Area and Inside Rooms: Gloves were not worn by each employee working with Portland cement to protect them from skin exposures during construction activities. Employees were exposed to chemical hazards.

29 CFR 1910.1200(e)(1): The employer did not develop, implement, and/or maintain at the workplace a written hazard communication program which describes how the criteria specified in 29 CFR 1910.1200(f), (g), and (h) will be met: (Construction Reference: 1926.59) A written hazard communication program was not developed and implemented for employees who worked with hazardous chemicals such as Portland cement. Employees were exposed to chemical hazards. The Northpac Corporation was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1910.1200(e)(1), which was contained in OSHA inspection number 930163, citation number 2, item number 1 and was affirmed as a final order on December 9, 2013, with respect to a workplace located at the Army Reserve Center Parking Lot Partition Fence Project, Village of Puerto Rico, Saipan, MP 96950.
