29 CFR 1926.416(a)(1): No employer shall permit an employee to work in such proximity to any part of an electric power circuit that the employee could contact the electric power circuit in the course of work, unless the employee is protected against electric shock by de-energizing the circuit and grounding it or by guarding it effectively by insulation or other means.   a. On or about July 06, 2018, at the above referenced inspection site, employees were required to remove (tear off) roofing shingles around an energized residential electrical service drop. The employer failed to ensure that employees were protected from contacting or damaging covered 120V lines by de-energizing the circuit and grounding it or by guarding it effectively by insulation or other means. Employees were thereby exposed to electrical burns / shock.  There is no abatement certification or documentation required for this item.

29 CFR 1926.501(b)(13): "Residential construction." Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels shall be protected by guardrail systems, safety net system, or personal fall arrest system.  a. On or about July 06, 2018, at the above referenced inspection site, employees engaged in the removal and installation of roofing material at a residential property were exposed to falls of approximately eight (8) feet when the employer failed to ensure fall protection was utilized.    No abatement certification or documentation is required for this item.  b. On or about July 06, 2018, at the above referenced inspection site, employees were required to remove (tear off) roofing shingles around a skylight. Employees were exposed to falling through the skylight as no covers or fall protection was deployed in the area. Employees were thereby exposed to falls of approximately eight (8) feet to the interior of the home.   Abatement documentation is required for this item in accordance with 29 CFR 1903.19(d).
