On or about July 10, 2018, at the construction site located at Laurel Creek Street, Pickerington, Ohio, the employer failed to instruct each employee in the avoidance of unsafe conditions while performing construction activities.

29 CFR 1926.501(b)(13): "Residential construction." Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels shall be protected by guardrail systems, safety net system, or personal fall arrest system unless another provision in paragraph (b) of this section provides for an alternative fall protection measure.    a.  On or about July 10, 2018, at the construction site located at Laurel Creek Street, Pickerington, Ohio, employees were performing framing work on a residential town home building while standing on the third story floor level at approximately 20 feet in height with no fall protection, thereby exposing the employees to a fall hazard.
