29 CFR 1910.147(d): Application of control. The established procedures for the application of energy control (the lockout or tagout procedures) shall cover the following elements and actions and shall be done in the following sequence: On or about July 2, 2018, in the Press Room, the Goss Sunday 2000 press was not de-energized prior to rewebbing the press exposing employees to caught in hazards. There was no guarding by the blanket rollers which provided effective protection as outlined in subpart O of this part.
