29 CFR 1926.451(e)(8): Direct access to or from another surface was used when the scaffold was more than 14 inches (36 cm) horizontally and/or 24 inches (61 cm) vertically from the other surface:  a. On or about 6/13/18, at 23507 S.R. 54 in Lutz, FL, employees working on a tubular welded scaffolding had to climb the scaffolding rails and or step on concrete blocks to gain access to the scaffolding platform. The height from the ground to the lowest scaffold planking on the outriggers measured 48 inches vertically and the height from the outriggers planking to the top platform area measured 42 inches vertically.
