29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed:  a) On or about June 20, 2018 at 23902 Cypress Way E, Lot 23, Gulf Shores, Al: The employer failed to ensure an employee had proper access onto the roof to conduct sheathing repairs in that only one half of an extension ladder was on the vehicle for use which exposed the employee to fall hazards of approximately nine feet.

29 CFR 1926.102(a)(1): 1926.102(a)(1): Employees were not provided with eye and face protection equipment when machines or operations presented potential eye or face injury from physical, chemical, or radiation agents:  a) On or about June 20, 2018 at 23902 Cypress Way E, Lot 23, Gulf Shores, Al: The employer failed to ensure an employee using a pneumatic nail gun to install sheathing wore eye protection which exposed him to injuries associated with struck-by hazards.  R. Coast Construction was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.102(a)(1), which was contained in OSHA inspection number 1236341, citation number 1, item number 1, and was affirmed as a final order on September 22, 2017, with respect to a workplace located at 472 Orleans St, Gulf Shores, Alabama.

29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b):  a) On or about June 20, 2018 at 23902 Cypress Way E, Lot 23, Gulf Shores, Al: The employer failed to ensure an employee instructed to correct sheathing/tapping issues after a failed inspection used his personal fall protection which exposed him to the hazards associated with falls of approximately nine feet to the ground.  R. Coast Construction, LLC was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.501(b)(13), which was contained in OSHA inspection number 1236341, citation number 2, item number 1, and was affirmed as a final order on September 22, 2017, with respect to a workplace located at 471 Orleans St, Gulf Shores, Alabama.
