29 CFR 1926.20(b)(2): The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person (i.e., a person who is capable of identifying existing and predictable hazards in the surroundings or working conditions which are unsanitary, hazardous, or dangerous to employees, and who has authorization to take prompt corrective measures to eliminate them.    On or about July 17, 2018, at jobsite located on 7855 NW 104th Ave, Apex Phase II, Building 11, Doral FL 33178, the employer did not ensure that  frequent and regular inspections of the job site by a competent person were conducted, exposing employees to fall hazards while performing overhead brick laying from a 10 foot 3 inch scaffold that was not equipped with means of fall protection.    Capri Construction, Corp. was previously cited for a violation of this occupational safety and health standard, which was contained in OSHA inspection number 1161915, citation number 1, item number 1 and was affirmed as a final order on 1/11/17, with respect to a workplace located at 17101 SW 96th Street, Miami, FL 33196.
