29 CFR 1926.20(b)(2): The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person (i.e., a person who is capable of identifying existing and predictable hazards in the surroundings or working conditions which are unsanitary, hazardous, or dangerous to employees, and who has the authority to take prompt corrective measures to eliminate them):    (a)  R4 Roofing & Exteriors LLC, at 1340 Main Street, Louisville, CO: On and preceding 7/24/18, the employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person (i.e., a person who is capable of identifying existing and predictable hazards in the surroundings or working conditions which are unsanitary, hazardous, or dangerous to employees, and who has the authority to take prompt corrective measures to eliminate them).  R4 Roofing & Exteriors directed the work of MK1 Construction LLC during re-roofing of a 4/12 pitch roof single story commercial building.  R4 Roofing & Exteriors did not inspect the worksite for hazards to which workers were exposed.  This condition exposed employees of MK1 Construction LLC to an approximate 13.3 foot fall hazard and flying object hazards.
