29 CFR 1910.36(d)(1): Employees must be able to open an exit route door from the inside at all times without keys, tools, or special knowledge. A device such as a panic bar that locks only from the outside is permitted on exit discharge doors.    a) Location - Lacquer room:  On 07/27/18, the double exit doors to the outside were difficult to open as they are held secured with a wooden bar across, and did not have panic bar hardware.    b) Location - Boathouse storage building (detached from main building):  On 07/27/18, Both single side hinged doors to the outside flammable liquids storage room did not have any hardware.
