29 CFR 1926.760(a)(1): Except as provided by paragraph (a)(3) of this section, each employee engaged in a steel erection activity who is on a walking/working surface with an unprotected side or edge more than 15 feet (4.6 m) above a lower level shall be protected from fall hazards by guardrail systems, safety net systems, personal fall arrest systems, positioning device systems or fall restraint systems: Warehouse, second level, north side: Employees walking and working on a leading edge were not protected from falling to the lower level. Employees were exposed to fall hazards.

29 CFR 1926.1052(c)(1)(ii): 29 CFR 1926.1052(c)(1)(ii): Stairways having four or more risers or rising more than 30 inches (76 cm), whichever is less, were not equipped with one stairrail system along each unprotected side or edge: Stairway on the southern side of the warehouse: The access to the second level was a stairway with no rails on either side, exposing employees to fall hazards.
