29 CFR 1926.28(a): The employer was responsible for requiring the wearing of appropriate personal protective equipment in all operations where there was an exposure to hazardous conditions or where this part indicated the need for using such equipment to reduce the hazards to the employees. Jobsite: The Employer did not ensure that the SuperPac 540 C Roller/Compactor (equipment) was not only equipped with, but also employees were wearing seat belts at all times while operating the "equipment". On 29 August 2018, the above "equipment" overturned and landed on an employee's leg while the employee was operating the equipment to compact near the edge of low slopped road.
