29 CFR 1926.20(b)(2):  Such programs did not provide for frequent and regular inspections of the job sites, materials, and equipment to be made by competent persons designated by the employers.  On 8/8/2018, ERC Properties, Inc. operating as the General Contractor at 2100 Pure Street, Saint Peters, MO.  The general contractor or controlling employer did not exercise reasonable care to prevent and detect violations on the site. The following hazardous conditions existed:        a)  Sub-Contractor was conducting framing operations without protection by guardrail systems, safety net system, or personal fall arrest system.  b)  Sub-Contractor installing shingles on the roof were not wearing eye protection while operating pneumatic nail guns.  c)  Energized electrical cords with damaged strain reliefs and insulation were in use by Sub-Contractors in wet conditions.   d)  Two 2.5 Gal Containers marked as BlueSky diesel exhaust fluid were located on the first floor of building D, these containers were did not contain diesel exhaust fluid. The containers are not approved Safety Cans and did not contain flash arresting system, spring closing lid, spout cover, and relief for internal pressure.

29 CFR 1926.1052(b)(1):  Foot traffic was not prohibited on stairways with pan stairs where the treads and/or landings are to be filled in with concrete or other material at a later date.  The stairs were not temporarily fitted with wood or other solid material at least to the top edge of each pan.      On 8/8/2018, ERC Properties Inc. the General Contractor, and property owner for the jobsite at 2100 Pure Street, Saint Peters, MO 63376, exposed subcontractor employees to tripping and fall hazards by not prohibiting foot traffic or filling pan stairs with wood or concrete.
