29 CFR 1926.502(b)(3):  Guardrail system was not capable of withstanding, without failure, a force of at least 200 pounds (890 N) applied within 2 inches (5.1 cm) of the top edge, in any outward or downward direction, at any point along the top edge.     On 9/18/2018, ERC Properties Inc. operating as the controlling employer for the jobsite at 2100 Pure Street, Saint Peters, MO 63376. A worker for Elliott Electrical, Inc. a Sub-Contractor operating in Building D of the Pure Apartment Complex, fell from the third floor breezeway when the guardrail system collapsed sending the worker falling to the ground below.
