29 CFR 1926.20(b)(2): Such programs did not provide for frequent and regular inspections of the job sites, materials, and equipment to be made by competent persons designated by the employers. On 8/8/2018, Thomas Hines Construction, Inc. operating as the General Contractor for Sandoval Construction, LLC at 2100 Pure Street, Saint Peters, MO. The general contractor or controlling employer did not exercise reasonable care to prevent and detect violations on the site. The following hazardous conditions existed: a) Sub-Contractor was conducting framing operations on building C without protection by guardrail systems, safety net system, or personal fall arrest system. b) Sub-Contractor employees were not wearing eye protection while operating pneumatic nail guns. c) Energized electrical cords with damaged strain reliefs and insulation were in use by Sub-Contractors in wet conditions.
