29 CFR 1926.451(c)(2): Supported scaffold poles, legs, posts, frames, or uprights did not bear on base plates, mud sills or other adequate firm foundation: a) Exterior of Building - Scaffold: Employees were exposed to fall hazards of approximately 6 feet while accessing the work area by utilizing a welded frame scaffold that was resting on the wooden plank without a metal base plate, on or about 9/8/18.
