The employees are required to access/climb the upper storage tire racks to retrieved tires that get stuck on the upper rack, without a fall protection system.   The upper racks area were not equipped with the standard guardrails along the open-sides of the storage area, exposing employees to a fall of 9' to lower level, on or about 10/09/18.
