On or about 10/18/2018, the interior surfaces of painting areas were not designed to prevent pocketing of residues and facilitate cleaning. The walls were brick and mortar that can accumulated residues.

29 CFR 1910.134(c)(1): A written respiratory protection program that included the provisions in 29 CFR 1910.134(c)(1)(i) - (ix) with worksite specific procedures was not established and implemented for required respirator use:    On or about 10/18/2018, in the painting area, where a worker was provided and wore a full face, tight-fitting respirator for use during spray paint applications, the employer did not implement the following provisions:    (i) Procedures for selecting respirators for use in the work place.  (ii) Medical evaluation of employees required to use respirators.  (iii) Fit testing procedures for tight-fitting respirators.  (iv) Procedures for proper use of respirators.  (v) Procedures and schedules for cleaning, disinfecting, storing, inspecting, repairing and otherwise maintaining respirators.   (vii) Training of employees in the respiratory hazards to which they are potentially exposed to during routine situations.  (viii) Training of employees in the proper use of respirators including putting on and removing them and any limitations and maintenance of them.  (xi) Procedures for regularly evaluating the effectiveness of the program.
