29 CFR 1926.600(a)(3)(ii): Whenever equipment is parked, the parking brake shall be set. Equipment parked on inclines shall have the wheels chocked and the parking brake set.    (a) Noble Ridge Road Crossing: On October 26, 2018, a Caterpillar PL87 Pipe layer side boom was operated without a plastic sleeve around the parking brake switch, and the parking brake was inadvertently disengaged.
