29 CFR 1926.503(c): When the employer had reason to believe that any affected employee who has already been trained did not have the understanding and skill required by paragraph (a) of this section, the employer did not retrain each such employee: a) Job site, 7225 McKnight Road, Pittsburgh, PA: On or about November 6, 2018, during construction activities, the employer did not ensure that fall protection systems/devices were utilized in accordance with the manufacturer's instructions in that an MSA Workman 50 Self Retractable device was used on a horizontal lifeline located at foot level in such a manner that an employee working along the decking edge was exposed to a fall hazard over the edge, which is not permitted by the manufacturer.
