A safety monitor was not on the roof when employees were exposed to falls using a warning line system.    P&C Roofing, Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.501(b)(10), which was contained in OSHA inspection number 948172, citation number 1, item number 1 and was affirmed as a final order on December 11, 2013, with respect to a workplace located at 33rd & North Market Street in Wilmington, DE 19805.
