29 CFR 1910.304(f)(1): 600 volts, nominal, or less. The following requirements apply to overcurrent protection of circuits rated 600 volts, nominal, or less. On or about 28 November 2018 and times prior thereto; the employer did not ensure that electrical panels were readily accessible in the event of an electrical emergency. a. Fire station 1, SCBA maintenance and storage room; Panel "VM" was blocked by boxes and oxygen tanks. b. Fire station 2, reserve ambulance bay area; "Panel C" was blocked by three rolling 55 gallon trash containers. This condition exposed employees to an electrical shock hazard.

29 CFR 1960.8(a): The head of each agency shall furnish to each employee employment and a place of employment which are free from recognized hazards that are causing or are likely to cause death or serious physical harm: Fire station(s) 1 and 2 on or about 28 November 2018 and times prior thereto; metal storage racks were not secured to the wall or floor. The storage racks are located in a seismically active zone. a. Fire station 1, SCBA maintenance and storage area; a metal storage rack containing oxygen tanks among other items was not secured to the floor or wall. b. Fire station 2, adjacent to the reserve ambulance bay; a metal storage rack containing cardboard boxes, among other items, was not secured to the floor or wall. This condition exposed employees to a struck by hazard.
