29 CFR 1926.760(a)(1): Except as provided by paragraph (a)(3) of this section, each employee engaged in a steel erection activity who is on a walking/working surface with an unprotected side or edge more than 15 feet (4.6 m) above a lower level shall be protected from fall hazards by guardrail systems, safety net systems, personal fall arrest systems, positioning device systems or fall restraint systems.  a.  On or about December 19, 2018 at the jobsite located at 3431 Concord Dr. Sheboygan, WI 54983, two employees were engaged in steel erection activities on a low-slope roof with unprotected sides and edges greater than 15 feet above the concrete floor below without being protected from fall hazards by a conventional fall protection system.  The employees were securing insulation to the roof system prior to installing the steel roof of the engineered steel building with a peak height and eave height greater than 15 feet.
