29 CFR 1918.35: Employees were working around open weather deck hatches which were not protected by coamings to a height of 24 inches (0.61 m), or by taut lines or barricades at a height of 36 to 42 inches (0.91 m to 1.07 m) above the deck.  F/V Frontier Spirit, bow freezer deck hatch:  On or about 05 February 2019, deflection in the top rope railing on the starboard side of the hatch measured approximately 30 inches which exposed employees to a 22 foot fall hazard to the freezer deck floor.
