29 CFR 1910.252(c)(1)(iv): The employer did not include the potentially hazardous materials employed in fluxes, coatings, coverings, and filler metals, all of which are potentially used in welding and cutting, in the program established to comply with Hazard Communication Standard (HCS) (sec. 1910.1200). Employees were exposed to fillers, electrodes, and coatings, including rust inhibitors with hydrocarbons, and anti-spatter with methylene chloride, and these chemicals were not included in the company's Hazard Communication Program and training.

29 CFR 1910.254(d)(1): Workmen assigned to operate or maintain arc welding equipment were not acquainted with the requirements of 29 CFR 1910.254(d) and 29 CFR 1910.252(a), (b), and (c). Employees were exposed to hazardous metal fumes, gases, vapors, and radiation, as well as the fire and electrical hazards of arc welding, and they were not trained on the hazards and methods of protecting themselves, including ventilation and personal protective equipment. Employees were not trained on the specific OSHA regulations found in 1910.254(d)pertaining to: 1) hooking up equipment, e.g., checking all connections; checking for leaks of gases, cooling water, and engine fuel; freeing magnetic work clamps from spatter; ensuring switch for shutting down equipment is operational 2) grounding arc welding equipment, 3) safe handling of welding cables and electrodes holders, 4) ensuring that manufacturer's instructions are printed and strictly followed
