29 CFR 1926.451(g)(1): Each employee on a scaffold more than 10 feet (3.1 m) above a lower level shall be protected from falling to that lower level. Paragraphs (g)(1)(i) through (vii) of this section establish the types of fall protection to be provided to the employees on each type of scaffold. Located along the side area of the residential structure there were two employees observed performing siding activities working from a self-supported pump jack scaffolding system on which employees were not protected by a standard guardrail system along the ends or back side and no personal fall arrest / fall restraint system was in use exposing employees to fall potentials in excess of 13 feet.

29 CFR 1926.503(a)(1): The employer shall provide a training program for each employee who might be exposed to fall hazards. The program shall enable each employee to recognize the hazards of falling and shall train each employee in the procedures to be followed in order to minimize these hazards. Located along various rear areas of the of the residential structures front porch roof an employee who was observed performing siding installation activities without conventional fall protection exposed to fall potentials in excess of 11 feet was not trained or knowledgeable of the procedures or regulations to minimize those hazards.
