OSH ACT of 1970 Section (5)(a)(1): The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees exposed to being struck-by a rail car:          On or about February 28, 2019, in the Rail Yard, Track #1,  while the conductor was releasing the brake on an empty rail car, the engineer was on the locomotive and bumped the rail cars in the opposite direction to ensure the two rail cars' knuckles coupled.  Employees did not have a clear radio channel to communicate to each other to ensure that the rail cars were being moved in the right direction to prevent exposure of being run over by the rail car's wheel.    Among other methods, one feasible method of abatement to correct this hazard is to follow and enforce the employer's Rail Safety Workbook and Checklist Job Specific Training.  In addition, follow the procedures stated in Duty No 3, Radio Rules, and use Channel 10 as the dedicated radio channel and to conduct a periodically review of the rail car movement procedure.
