29 CFR 1926.451(e)(1): When scaffold platforms were more than 2 feet (0.6 m) above or below a point of access, portable ladders, hook-on ladders, attachable ladders, stair towers (scaffold stairways/towers), stairway-type ladders (such as ladder stands), ramps, walkways, integral prefabricated scaffold access, or direct access from other scaffold, structure, personnel hoist, or similar surface was not used.  Crossbraces were used as a means of access:  a) Jobsite: The employer did not provide a safe means of access from one level of the scaffold to another by the use of portable ladders, hook-on ladders, or other acceptable means; thus exposing employees to fall hazards of approximately 18 feet. Employees were using cross braces as a means to access the first, second, and third levels of the scaffold.  This condition was noted on/about 12 MAR 2019.  Craft Pro Masonry Restoration, Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.451(e)(1), which was contained in OSHA inspection number 1101826, citation number 1, item number 2 and was affirmed as a final order on December 28, 2015, with respect to a workplace located at 400 North 3rd Street, Philadelphia, PA.
